This new frame includes a system of distribution of bottoms of multiannual character until 2013, instead of the annual agreements that came until now developing. This will contribute a greater stability to the financing system and will allow the independent communities to know the criterion distribution of the bottoms of the following years, besides giving a greater relevance to the effective attention of dependant people, to the detriment of the criterion based on the population potentially employee.
 
Also, the Ministry of Health and Social Policy and the independent communities have decided to modify the scale of valuation of the dependancy situation, in order to guarantee a homogenous evaluation between the independent communities, and to impel the elaboration of Guía de Practical Buenas in the application of the Law of Dependancy to improve the quality, effectiveness and fairness of the benefits of the SAAD.
