The situation of the service of residential attention in Spain11 Thursdays November 2010
Recently, the Imserso published a survey on people majors in which it made sure that the Spanish population more and more is inclined to receive welfare services outside its address on the part of qualified professionals. An encouraging data for the residential sector in Spain that, according to a report of the PwC consultant, considers that to give sustainability to the system a more efficient public-private collaboration is due to establish.
To date 27 of September of 2010, the numbers that take shelter in the document Statistical on residences: residential distribution of centers and places by province, made by the Vestibule Majors, indicate that in Spain a total of 5,490 residential centers (3,909 private and 1,412 public exist; the data of the 169 remaining residences is not known), and 331,200 places available, of which 234,866 are private (70.9 percent) and 90,069 public ones (27.2 percent). In addition, according to the report, half of the centers in Spain (50.5 percent) has more than 100 places.
By regions, Catalonia is the independent community that more residential centers it has with 1.045. They follow Andalusia (700), Castile and Leon to him (631), Community of Madrid (489), Castilla-La Mancha (478) and Basque Country (380). As far as the number of places, Catalonia is also the region that goes in head, with almost 53.000. Community of Madrid, Castile and Leon, Andalusia, Valencian Community and Castilla-La Mancha is placed behind, surpassing the all of them number of 25,000 places. Nevertheless, these positions vary if we fitted ourselves to the ratio of residential places by each 100 people of 65 years or more. In this case, the first positions are for Castile and Leon (6.9 percent), Castilla-La Mancha (6.8 percent), Aragon (6.2 percent), Navarre (5.4 percent), Extremadura (5.3 percent) and La Rioja (5.2 percent). The rate of cover at national level is of the 4.2 percent, eight points below the 5 percent that the World-wide Organization of the Health recommends (the WHO), and which they do not surpass the rest of independent communities. By provinces, the ten with better ratio of places are: Guadalajara, Palencia, Soria, Segovia, Avila, Burgos, Toledo, Zamora, Teruel and Cáceres. In the other end they are: Murcia, Malaga, Pontevedra, Alicante, Seville, Las Palmas of Gran Canaria, To Corunna, Huelva, Granada and Santa Cruz de Tenerife. PwC report Recently, the PricewaterhouseCoopers consultant (PwC) has made a report public on the Situation of the service of residential attention in Spain in a day organized jointly with AESTE, the Spanish association of the great operators of the sector of attention to the dependancy. The study shows the deficiencies of the beginning of the Law of Dependancy in Spain and bet by a stable frame, is transparent and sustainable based on the public-private collaboration, a defined system of accreditation and clear standards of quality by degrees and levels of dependancy. In this sense, the report considers that to give sustainability to the system a more efficient public-private collaboration is due to establish and bets “to establish the tariffs of the places arranged by the Administration by dependancy level according to the real cost of the services�, with the aim of “avoiding that the private tariffs cover the deficit with the public tariffs�. At present, the average price of a residential place in Spain is of 70 Euros/day, but the administrations only pay to an average of 54 Euros/day to the arranged centers, which supposes 16 Euros less than its real cost. Another one of the points of disagreement of the sector exceeds how the application of the Law of Dependancy in our country is being carried out, is that according to it is indicated in the study, as the calendar of implantation of the Law advances, the weight of the residential attention falls in favor of the familiar caretakers, a figure that the Law anticipates like exceptional and which it almost represents half of the benefits granted until the moment. In this sense, they indicate that there are communities with more of a 80 percent of benefits of this type. On the other hand, the industralists of the sector assure that the services of attention to the dependancy are a great generator of stable and nondeslocalizable use. The study recommends the priorización of these according to level of dependancy against the familiar cares, that do not generate use nor economic return and aim that he is essential to complete the accreditation process that “guarantees to the citizens a service of comparable quality in all the territory and that, without a doubt, will take implicit a reconversion of the sector�.
