During the inauguration of this Conference, the minister emphasized the changes produced in the European and Spanish population in the last decades, thanks to the medical and scientific advances, the economic well-being and the development of the social policies. According to the holder of Health and Social Policy, these changes have supposed “a considerable increase of the life expectancy. A great profit collective, del that we can feel us prides all, but that entail important challenges, being absolutely necessary to articulate new models of coexistence�. Like data, Jiménez indicated that, for the first time in Spain, they are plus the majors of 65 years that the minors of 14 years. On the other hand, in Europe, in 2060, there will only be two citizens in active-duty by each retired person, half that now.
 
Jiménez Trinidad also bet “to adopt measures like the public health coordination�, that allow the prevention of the diseases and “to manage better� the public policies. Also, it showed his support the initiatives of intergenerational cooperation “so that everybody can live and enjoy in the best conditions. Of there, the importance of fomenting an active and healthful aging�. Also, it assured that “solidarity between generations is not only one aspiration of the European governments, but a reality that is growing in our societies�. Of this form, the minister proposed that 2012 are declared European Year of the Active Aging and Intergenerational Solidarity.
 
In this sense, Jiménez made a call to the Public Administrations for “putting at the disposal of the people majors more instruments� than they foment the active aging, that the World-wide Organization of the Health (the WHO) describes like: “to optimize the opportunities of health, participation and security, with the aim of improving the quality of life as the people age�. Like example, she mentioned the programs of social tourism: Vacations for Mayores and Social Termalismo, and the program Together in Christmas, start up the past year to mitigate the solitude of many majors in these dates. All of them managed through Institute of Majors and Social Services (Imserso).
 
Finally, the minister advanced that the Government is elaborating White Libro of the people majors and the aging, “who is going to allow to have to us an updated diagnosis of all the changes and to settle down the necessary measures and initiatives� for the promotion of the active aging in Spain. A Plan of action in which the measures most important will take shelter in the short and long term to give to answer to the needs of the people majors. “We are in debt with them and, for that reason, we must obtain that they continue enjoying the rights and the liberties that they have conquered, and that live with dignity. But this is only possible if we had each and every one of the citizens�, concluded.
 
Policies and activities in Europe
The objective of this Conference, framed within the activities developed by the Spanish Presidency of the European Union, served to put the most significant aspects of the active and healthful aging in Europe common, to promote the beginning of joint plans of prevention to improve the quality of life of the majors and to delay the appearance of diseases, as well as to impel the development of the intergenerational relations and solidarity.
 
Of this form, during the encounter some examples of good practices developed in Europe appeared to promote solidarity between generations. The director of the European Platform of Personas Mayores (AGE), Anne Sophie Parent, next to representatives of other European associations, summarized in ten the recommendations to impel intergenerational solidarity: she fights against the poverty, education, environment, immigration and integration, house, mobility and transport, road security, use, pensions and social protection, and health and attention in the long term.
 
On the other hand, Howard Oxley, Social adviser of the Direction of Use, Work and Subjects (the OECD); Asghar Zaidi, director of Investigation of the European Center of Vienna on Policies of Social welfare and Investigation; and Causapié Purification, chief of a main directorate of the Imserso, agreed in the importance of the public policies for the promotion of the active aging and healthful, since the population ages quickly and the expenses in health increase.

In this sense, they emphasized that the fundamental thing is to impel an adapted system of public health attention to the needs of the majors, to drive prevention programs and to extend the resource and rear area net, to establish strategies frame and standards at European level, to incorporate to the majors to the new technologies, to develop the intergenerational relations, to promote one more a more positive image of the majors and its participation in the society, flexibility in the work and, mainly, to approach it like a social investment with an important return, and not like a cost.
 
Progress-Imserso project
Next, the coordinator of Studies and Technical Support of the Imserso, Maria Light Cid, presented/displayed the experience intergenerational a shared future, carried out in the Public School of Infantile Education and Primary Mother of God de Logroño. A project of the Imserso, within the framework of the Progress program (Communitarian Program European for the Use and Social Solidarity), whose objective is to sensitize to the students on the situation of the people with incapacity and the people majors to foment positive attitudes towards these people and to develop the intergenerational relations. The project is developed more in 64 educative centers, distributed by the independent communities of Andalusia, Castilla-La Mancha, Castile and Leon, Galicia, Madrid and La Rioja.
 
Governments and civil society
This round table counted on the representing outstanding presence of companies, unions and organizations of the European Union, to analyze what is the active aging and how to approach it from as different points of view as the enterprise world, the unions or the European Public Administration. In this frame, the chief of a main directorate of the Imserso, Causapié Purification, affirmed that it is a good moment to give to be able to the people majors and to harness his participation in the society. In his opinion, it is very important to speak of the right of the majors to live in a society also prepared for them, and not only for his children and grandsons. Also, it was spoken of which the process of active and healthful aging must be developed throughout all the life, and as present aspects were analyzed as the anticipated retirement and its effect in the situation of present crisis.
 
Closing
The closing act counted on the participation of the Secretary General of Social Policy and Consumption, Young Francisco; the adviser of Social Services of La Rioja, Shrine Stoneware; and the chief of a main directorate of the Imserso, Causapié Purification, that was thankful for the participation of professionals of different scopes within the European Union, since this “has allowed to enrich the debate�.

On the other hand, Stoneware affirmed that the consolidation of the rights of the people majors is a challenge at present and indicated that, in the matter of active and healthful aging, not part of zero, but is much way to cross. Also, it assured that, from now on, the effort must concentrate in transferring this message to all the instances of the society, so that it becomes a cross-sectional element of all the policies directed to the people majors.
 
The Secretary General of Social Policy and Consumption was the last one in taking the word. Young woman indicated that “all that in Europe has something to see with the active aging and healthful it has happened through this congress�, reason why, in his opinion, it must before have and after Logroño. “The policy of active aging must retake the first plane, and has to include itself enters the conclusions of the Spanish Presidency�. Also, it insisted on the necessity that the policies of active aging are cross-sectional and act in all the phases of the life of a person, because only of this form success in its implantation will be had. 

 In order to finalize, it was thankful for the support of the Presidency Belgian to the objectives of the active aging, and announced that in the European Union one works so that during the second semester of 2010 an integral strategy is defined that promotes the active aging.
